How should an after-hours call team measure acknowledgment delay?

Research question

How long does it take an after-hours request to move from a virtual assistant's queue to a named owner who acknowledges it? This is a handoff study. It does not measure how long a technician, clinician, or manager takes to resolve the underlying problem.

The distinction matters because a fast message can sit unread, while a slower message may reach an accountable person immediately. The AHRQ TeamSTEPPS materials discuss structured communication and teamwork in healthcare. They support studying closed-loop communication, but they do not set response targets for commercial call centers.

Build a timestamp model

For each eligible request, preserve the time the call ended, the time the assistant sent the handoff, the first delivery signal, the first human acknowledgment, any backup escalation, and the time an owner accepted responsibility. Define each event before collecting data. A platform's delivered status should not count as human acknowledgment.

Use a stable request identifier so a second caller or repeated alert does not create a false new incident. Record the queue type and on-call schedule version that applied. Keep caller details out of the analytical table unless a field is necessary to classify the handoff.

Analyze the delay

Report medians and percentile ranges rather than relying only on an average, which can hide a small group of very long waits. Separate requests acknowledged by the primary owner, acknowledged after backup escalation, and never acknowledged during the review window. Compare like queue types; a routine scheduling message should not share a target with an urgent building alarm.

The NIST Cybersecurity Framework 2.0 describes governance and assigned responsibilities at a broad level. It does not define the local event timestamps or an acceptable delay. Management must set those operating rules before reviewers label records on time or late.

Check data quality

Sample source records from the phone system, message platform, and on-call roster. Look for clock differences, missing acknowledgments sent through another channel, and schedule changes that were not updated in the directory. Report missing evidence as missing, not as a zero-minute success or automatic failure.

Interview a small number of on-call owners about messages they did not acknowledge. Their accounts may explain system gaps, but memory should not replace timestamp evidence.

Limitations

An acknowledgment can be superficial and still produce a short measured delay. A long delay may reflect a duplicate request already handled elsewhere. Platform timestamps may use different time zones, and staff can acknowledge by phone without updating the queue. Low-volume nights produce unstable comparisons.

This design can locate breaks in one organization's handoff path. It cannot prove that shorter acknowledgment causes better customer outcomes, and it does not supply a universal service-level target. Those claims require separate outcome measures and a larger causal design.
