Research question

What can authoritative public guidance establish about measuring and communicating a call queue wait, and which claims remain untested without call-level observations? The call-center relevance is narrow: an announcement must name or imply an event, such as answer by a person or entry into a callback path. Average speed of answer cannot establish the accuracy of a particular caller's estimate because it has a different sampling unit and can omit callers who abandon.

Methodology

The source corpus was frozen on August 17, 2026. Inclusion required a public document from NIST, ITU, the UK government, W3C, or another approved public authority that addressed statistical description, uncertainty, service measurement, privacy, or voice access. Seven documents met the rule. Vendor benchmarks, unsourced commentary, and local call-center claims were excluded.

The primary unit of analysis was one source document. Each source was read for four prespecified codes: defined measurand or outcome, uncertainty or distribution treatment, missing-event handling, and caller access or data constraint. A code required explicit source text, not merely a relevant title. Counts use 7 as the denominator. This method completed an extraction from public sources; it did not sample calls or reconstruct queue performance.

Evidence interpretation

Five of 7 documents directly support a defined measurement or service assessment, while 2 of 7 directly constrain how callers or their records are handled. No source supplies a universal acceptable wait. That absence matters: a 10-minute estimate cannot be declared accurate from authority alone. Accuracy requires a denominator of announcement events and observed outcomes under one local definition.

The corpus supports a prospective evidence table with announcement timestamp, stated interval, eventual outcome, observed elapsed time, and unavailable status. It also supports preserving abandonment and disconnects rather than calculating only among answered calls. It does not produce an accuracy percentage, error distribution, or causal explanation for caller behavior. Any such number would require an executed call sample.

Decision boundaries

A human queue owner can use the review to approve definitions, interval wording, update cadence, and alternatives for callers who cannot remain on hold. The owner should require local evidence before presenting a specific minute value. If clocks, playback records, or call outcomes cannot be joined, the honest message is that timing is uncertain.

Do not infer that a conservative estimate is harmless. It can still burden callers or make an accessible alternative hard to find. Do not infer that abandonment was caused by the announcement. A responsible human must review accessibility, service commitments, and any consequential routing rule.

Limitations

The seven-source sample was purposive, not exhaustive. The sources provide principles and definitions but no shared call queue dataset. Some address public digital services or telecommunications generally rather than virtual receptionist queues specifically. The coding was performed at document level, so one source could support several implications while still counting once. Source coverage counts cannot be interpreted as effect sizes.

This review cannot establish caller satisfaction, the calibration of any announcement algorithm, or the performance of a particular call center. It does not measure a private cohort or an operational outcome. Local clock drift, priority routing, callback selection, and abandoned calls would remain material limitations in a later empirical review.

Reproducibility

A repeat reviewer can use the seven URLs below, freeze the same access date, and apply the four-code form: outcome definition, uncertainty treatment, missing-event handling, and access or privacy constraint. Record one row per source, retain quoted passages with section locations, and calculate code counts over a denominator of 7. Any replacement source must be disclosed rather than silently changing the corpus.

For a later local analysis, separately publish the call inclusion period, announcement version, time origin, join key, exclusion count, unavailable count, and all outcome denominators. That later procedure is not evidence that such a call sample was executed here.
