Methodology
Compare guidance from NIST, FTC, FCC, and W3C with a representative sample of callback records. Define the starting event, eligible population, duplicate rule, acceptance event, exception categories, and stopping condition before calculating completion rates. Keep unanswered and declined requests visible.

Evidence model
Use a stable request identifier, received timestamp, stated intent, minimum necessary contact detail, named owner, acceptance timestamp, next-action note, and final disposition. If a handoff fails, preserve the failure reason and route it to the approved exception owner. A virtual assistant can document and route the request; the business owner decides sensitive exceptions and promises.
Review questions
Ask whether another reviewer can reproduce when the request arrived, who accepted it, what was promised, and why it was closed. Sample ordinary, urgent, duplicate, unreachable, and withdrawn requests separately. Never invent a callback outcome or publish an unsupported response-rate claim.
