When does an unowned callback become a control failure?

Finding and scope

Internal-control guidance supports assigned responsibility, reliable information, monitoring, and remediation. Queue-aging research still needs local event data and a business-approved target. This article proposes a cohort review and reports no benchmark.

Evidence base

The GAO Green Book describes responsibility, control activities, information, monitoring, and corrective action. NIST Cybersecurity Framework 2.0 provides a risk-management structure with governance and response functions. NIST SP 800-92 discusses log-management practices that support event review. These sources justify traceable events, but they do not set a callback deadline.

Proposed method

Create a cohort of callback requests received during a frozen period. Preserve the request timestamp, stated reason, approved priority, first owner assignment, every reassignment, attempted contacts, caller stop request, and verified disposition. Define an unowned interval before looking at results: time when an open request has no accountable person or team in the system.

Report median and percentile age only for clearly defined states. Also publish the number still open, records missing timestamps, requests reopened after closure, and time spent unowned. Review a sample of closures against source evidence so a status change alone does not count as completed work.

Inference limits and decision boundary

Older requests are not always more urgent, and quick closure is not always good service. Callbacks can wait on consent, customer availability, specialists, or outside information. The assistant may assign according to the active queue rule and flag expired ownership. A manager owns priority changes, exceptions, and response targets.

Limitations

System timestamps may reflect data entry rather than real events. Merged or duplicate contacts can distort age. Excluding open work creates survivorship bias. Results apply to the sampled queue, definitions, operating hours, and system configuration, not to every call center.
