Measuring emergency escalation acknowledgment latency
A bounded study design for measuring whether urgent call alerts reach and are accepted by the designated human owner.
Finding and scope
Authoritative frameworks support defined responsibilities, reliable communications, and measured response processes. They do not provide a universal safe acknowledgment time for every call center. This article specifies an audit method and does not claim that an alert, acknowledgment, or callback resolves an emergency.
Evidence base
The NIST Cybersecurity Framework 2.0 describes governance, detection, response, and recovery outcomes. FEMA's National Incident Management System provides a common incident-management vocabulary. CISA emergency communications resources address interoperable, resilient communications. These are broad frameworks; none validates a local phone-routing threshold.
Proposed method
Define an eligible “urgent” event using the organization's approved codebook before sampling. Record call receipt, classification, alert creation, delivery result, named owner, explicit acceptance, callback attempt, and closure as separate timestamps. The primary measure is time from completed urgent classification to explicit human acceptance. Report delivery failures and unacknowledged cases instead of excluding them.
Stratify by hour, channel, escalation tier, outage status, and primary versus fallback recipient. Review a sample of source records to test timestamp consistency and false urgent classifications. Publish median, tail percentiles, numerator, denominator, missingness, and the predeclared service objective; an average alone can conceal long delays.
Decision boundaries
An assistant follows the approved script and routing tree. It must not invent urgency categories, assure a caller that help is coming before acceptance, or substitute internal escalation for emergency services where the organization's instruction directs otherwise. Human safety and operations owners define the codebook and thresholds.
Limitations
System clocks may differ, and an acknowledgment may be accidental or lack capacity to act. The design does not measure clinical, legal, safety, or customer outcomes. Results cannot be generalized beyond the tested queues, period, systems, and staffing pattern.
